The attempt to "regularise" the PH taxis is plausible, if only to partially solve the problem of inadequate and inefficient public transport. However, consideration must be given to the fact that the majority of the vehicles are not owner-operated and the drivers therefore often have to drive very aggressively on the roads in order to make something for themselves and also to pay the owners of these vehicles.
Many of these vehicles and even a number of maxi-taxis are owned by public servants, police officers and teachers who all feel the need to supplement their "meager" income. This is probably the reason the police appear reluctant to curb the indiscipline openly exhibited by some of these drivers. Will these vehicles be subjected to regular inspections, special insurance requirements etc and will the drivers be required to undergo background checks? It is left to be seen.
