HDC moves against owner of killer dogs

The Hous­ing De­vel­op­ment Cor­po­ra­tion (HDC) is mov­ing to evict po­lice of­fi­cer Daryl La Pierre, the own­er of the four pit bulls that mauled a woman to death on Mon­day, from his HDC home at Flam­boy­ant Cres­cent, Ed­in­burgh 500, Ch­agua­nas. HDC man­ag­ing di­rec­tor Jear­lean John said yes­ter­day that La Pierre breached con­trac­tu­al oblig­a­tions by keep­ing dogs on his com­pound. Neigh­bours claim La Pierre was breed­ing dan­ger­ous dogs at his home. John said the penal­ty for this breach is evic­tion.

She spoke with mem­bers of the me­dia at the Fair­field/Matil­da Es­tate, Princes Town, where she vis­it­ed with Hous­ing Min­is­ter Dr Roodal Mooni­lal to speak with farm­ers oc­cu­py­ing lands ear­marked for hous­ing. "Part of our con­tract with res­i­dents of (hous­ing) es­tates states that you can­not have dogs," John said. She said in the past they had been polic­ing the ar­eas where these breach­es were re­port­ed­ly tak­ing place. "We send out no­tices and we have moved to evict peo­ple on that ba­sis, so ba­si­cal­ly the per­son who owns those dogs is in breach of his own con­trac­tu­al oblig­a­tions," she said. Asked what was the penal­ty for this breach, John replied: "Evic­tion, sim­ply evic­tion." On Mon­day morn­ing, Denise Rack­al, 46, an em­ploy­ee of Per­son­al Safe­ty and Se­cu­ri­ty Train­ing Lim­it­ed, was on her way to work when sev­er­al pit bulls be­long­ing to La Pierre mauled her to death. La Pierre, who is as­signed to the North East­ern Di­vi­sion Task Force, was not at home at the time. His wife, a nurse, had left the fam­i­ly's home to take the chil­dren to school. Res­i­dents claim this was not an iso­lat­ed in­ci­dent.
