The state of emergency will be debated at the Parliament on September 2. All elected Members of Parliament were expected to receive the statement by President George Maxwell Richards between 6 pm and 7 pm yesterday. A Government source disclosed this yesterday. Speaker of the House Wade Mark is first expected to receive the statement which is then presented to the elected members.
The debate is scheduled to begin at 10 am. On Sunday, Prime Minister Kamla Persad-Bissessar announced a state of emergency. According to the Section 9 (1) of the Constitution, within three days of the making of the Proclamation, the President shall deliver to the Speaker for presentation to the House of Representatives a statement setting out the specific grounds on which the decision to declare the existence of a state of public emergency was based.
