CoP to kidnappers’ families: We’re sorry

Acting Police Commissioner James Philbert has extended his condolences to the families of three kidnappers shot and killed by police in Carlsen Field on Wednesday. The men, who hailed from Marcano Quarry, Laventille, were identified yesterday by their relatives at the Forensic Sciences Complex, before autopsies were performed on their bodies. Their relatives refused to speak with reporters. The men are Quamie George, Wayne Rogers and Shervon “Papi” Slayers. Speaking at a presentation of medals and certificates ceremony for officers who performed during the Fifth Summit of the Americas, at the Police Administration Building, yesterday, Commissioner Philbert said, he was sorry for the circumstances in which the victims’ met their deaths.

Philbert said killing suspects “is not entirely the way we want to go, but, if we are forced, then we would have to go that way.” He added: “The regrettable part is that we had to defend ourselves in the strongest fashion which resulted in the demise of three young men. “I am happy to know that the officers were not injured and the hostage was released without harm.” He said despite police losing a “little ground” in the fight against crime, officers must be on the “attacking” side. Philbert said officers charged with the responsibility must act above board, when confronting armed suspects. Philbert also commended the officers who were involved in the operation, particularly acting ASP Johnny Abraham of the Region II Homicide Bureau, for his role during the confrontation and rescue of kidnap jeweller Imran Mohammed Khan.

He also called on other officers to prepare themselves to confront brazen criminals who had no regard for the law. Phlibert said a suspect was detained in connection with the killing of murder accused Peter Garcia who was shot dead while handcuffed and in police custody outside the Rio Claro Magistrates’ Court a few weeks ago. He also confirmed an incident earlier this week at Edward and Duke Streets in Port-of-Spain where Colfire employee, Lander Rodney, was shot and wounded by a bullet which was accidentally discharged by a police officer in a marked moving police vehicle. Philbert apologised to Rodney and students who were present, adding an investigation was taking place.

When I first read the

When I first read the headline, I thought Philbert was apologising to the families of the victims of this and other serious crimes. I couldn't believe it was referring to an apology to the kidnappers' families.

I think it would have been more appropriate for these men's families to do the apologising to the kidnapped victim and his family and the public. No doubt this wasn't the first crime that these criminals perpetrated on hapless victims, but it is the last one for them; that is for sure.

I wonder if the kidnap victim and his family will feel sorry that the kidnappers are dead. ...Had the victim died...Mr COP would have extended the same heartfelt condolences to Mr Khan's family.

Have some testicular fortitude. Tell the nation that the perpertrators of a serious ongoing crime were shot dead by your officers, who did a great job in protecting the life of one citizen of our lawless nation. Let them know that you will shoot to kill all such criminals without remorse. Set an example...show us you mean business.

When I looked at the news on tv last night and saw the relative if the 3 kidnappers who were killed by police, they hid their faces similarly to when arrested people go to court.

The criminals on the other hand may retaliate thus the apology from the CoP which may be an indirect plea to not take any retribution against him.

If you did, how could you justify your comments? The CoP's position seems in concert with what people seem to be demanding -- strong action against criminals. I did not see him apologise for his men having to use necessary force, nor for defending themselves.

Most of these folks here have not understood a clue about what was said in the article. Their angry reaction is fueled by an "appearance" of an apology, but they have not understood a thing about what they thought they read. Somebody say Philbert apologize to the families and near every man jack run with it claiming he apologise for killing their children. Old_cadet, your post is most welcome. The only correction though is that he did actually express regret that his men had to resort to deadly force, but that is specific only to the use of deadly force. It is not the same as saying he was sorry his men killed the kidnappers.

Once again, posters writing on a whim without full understnading of the article! What those officers did is highly commendable and what he said at that conference is in line with that.

Apologizing to the families of the kidnappers was a single statement made in a whole press conference!! It's just procedure and probably mannerism that the CoP said that particular statement.

I hope that the families of the kidnappers would apologise to Mr. Imran M Khan and his family . Mr. Commissioner , the curcumstances which cause the death of those miscreants , were of their own making , so please do not have inner-conflict over this matter , they deserve what they got . Those policemen put their lives on the line at Carlsen Field last Wednesday and I hope that they will receive the appropiate commendations .

You are a gentleman for appologizing to the family of these thugs. However, when they have no mercy for the hard working citizens then no one should have mercy for them. TAKE THEM OUT!

Mr. Philbert is the CoP of ALL of T&T, the good, bad and ugly citizens also. The Police carried out their duties, and in the process 3 men were killed, as the police had no choice but to defended themselves. Mr. Philbert is not 'watering down' the role his men played in this incident. They are professionals and did what they were trained to do.

These relatives had to face the harsh reality that it was their offsprings, who went astray and terrorised our citizens, who were now lying in the Forensic Science Centre. They were under undue emotional stress; and a kind word may be able to help them cope. To me his message to them was simply to say 'I am sorry that you as relatives have to go through this horrific experience of identifying the bodies of your offspring who went astray'. Mr. Philbert, no matter what we may think of him, reached out to the grieving relatives. I am sure that he knew he would be criticised for his actions, but he did what he believed that he had to do as the CoP and a human being. Its called empathy.

While I see your point and the points of alll the others who thought that it was gentlemanly of Mr Philbert to apologise to the family of these kidnappers, I have not heard a single person apologise to this or any other victim of crime.......

By the way, I do not dislike Mr Philbert. I think that he is a excellent specimen of what and who a police officer should be, but he is clearly in the wrong job here.

I guess that we would have to agree to disagree on this one.
I did not go along the line that it was the 'gentlemanly' thing to do, as this is doing something we 'have to do' ... I believed that it was the 'human' thing to do to extend a 'hand of humanity' to people he saw were in great pain who had just had the misfortune of identify the remains of their relatives. Sometimes in our deepest despair, a kind word or a helping hand can do wonders. I would like to think that this is what guided him to offer words of kindness.

Perhaps, we may see a change coming whereby those in authority would apologise to the victims of crime, as they should. But too often they are hiding behind protocol, etc. and do not wish to have to deal with 'little things' or as some of the bloggers would like to say 'collateral damage'.

As I said in my opening comment, I was dismayed by the very first headline I read when I logged on to the Guardian website. In disbelief, I read on to see where Philbert made his apology to the kidnappers' families but I found no direct apology, possibly an implied one. After expressing my shock (at the headline), I went on to suggest that if there should be any apologising, it should be from the kidnappers' familes to the victims, present and possibly past.

I can't blame any of the many bloggers for misconstruing Philbert's words such as "regrettable", "condolences" etc as an apology after reading the headline. I suspect he meant that it was unfortunate that the police had no alternative but to defend themselves with a lethal response. I subsequently checked the Express to see their version and I believe they score better here.

You have to take into consideration that violent crime and corruption are at the top of the agenda in T&T. So the slightest suggestion that the CoP is displaying remorse or regret over the police having to return deadly fire against these callous criminals is sufficient to make the majority of citizens see red.

Very many people already have formed the impression that the CoP displays bias when dealing with the population. His recent denial, without any reason given, of a permit to allow a commemoration procession to a cultural group has caused many to question his impartiality when they claim that other groups have been alowed to march with or without police permits and on at least one occasion he was seen to be present and turn a blind eye to an illegal assembly and demonstration in contravention of the law. This could also have influenced their strong re-action.

While people are high in praise of the police action a couple days ago, the impression that Philbert is sympathetic to the families of the kidnappers ("suspects") might have touched a frayed nerve. And the Guardian's headline did not help matters.

The Prince - I do try to keep a "level head" and issues such as this can bring out the best and worst in some of us. Yesterday when I saw the article and read the blogs, I felt it was 'unsafe' for me to have an input, so I waited until late in the day. Sometimes I do look at things differently than most and this is one situation where I knew I had to be very careful.

Had I put my comments earlier in the day it would have been like screaming FIRE in a crowded theatre. Tempers were flaring and blood pressure rising. With the crime situation so out of control, many on reading the article, let loose in their commentaries. Cannot say I blame anyone but I recognised danger when I saw those comments.

Today when I read the article I too looked for the apology, but did not find one. I too checked the Express to try and understad what was really said. All I could find was CoP 'extended condolences to the family". This to me was not an apology. Like I said, it was being human.

Yes, I do remember the article on the refusal for the walk and my commentary raised some eyebrows. You and I had exchanges!

The situation in this country is so fragile that the slightest sense of impropriety can set us off. I read somewhere something about the 'black power' movement having discussions to take action if the UDeCOTT issue is not resoved satisfactorily in the interest of the people. These are signs that this chaos is not yet over. I know that I can rely upon you 'Oh Wise One' to act in the interest of civility when faced with challenging situations. Just don't follow the crowd blindly, as we may create more chaos than we bargained for.

I couldn't believe what I was reading. The Acting Commissioner of Police apologizing to criminals' families for their deaths at the police's hands. How about apologizing to the valiant police officers who put their lives on the line to apprehend them, these police officers who could have been killed doing this, the victim and the victim's families? Nowhere in the world could something as ridiculous as this could be happening. I can't get over it. What's next? Are you going to pay to bury these criminals? Why not have an official police and state funeral for them as well? Talk about a clown in the Police Commissioner's chair.

Now I read EVERY comment made on the yesterday's article about the killing of the kidnappers and some people cried out saying that the police should have fired to injure the criminals so that they could be caught and tried in court blah blah blah CLOGGING UP THE COURT SYSTEM!

I highly disagree with that point of view but clearly it was one that the CoP considered when apologizing to the kidnappers' families.

On the other hand, in response to this ENTIRE SITUATION, I say that if police officers in a rescue operation are FIRED at, they have the RIGHT to PUT THOSE PEOPLE DOWN! Did you note the ammunition seized at the scene of the crime? When I read the article I said "GOOOOOOOOOOOOD! 3 less criminals for me to be afraid of!"

I notice that the police did not know the identities of the victims, nor were their names published in the newspapers. Yet, the relatives knew enough to come out and identify the bodies at the morgue. This just goes to show that the parents, the family and the children of these criminals (who in themselves are a waste of human specimens) know exactly what they are doing. James Philbert makes an apology to the families of the murderes perhaps because they lost their lives by being shot by police officers. Although he is the chief who gave the orders to return fire when fired upon, he now kinda recant his orders. I guess he expected the police to make an arrest without returning fire when fired upon. Neverthess, why no one had the guts to apologise or even show symphathy for the deaths of Balo, the American War Veteran who was chopped and barreled in Santa Cruz. How come no apologies were made for the young lady of Extra Foods-Vindra Naipaul who was dismembered and disposed in Diego Martin?

There is no absolute need to apologise to murderes, killers, or abductors. They have been in the practice of the commission of their crimes for perhaps over twelve years. It is said that English is one of the hardest languages to learn and understand. Yet still there are people of foreign tongues who speak and understand English better than those whose native tongue is English!!
The majority of the comments here betray the most basic understanding of what the CoP said. He never apologised to anyone's family for killing anybody. It is one thing to say "I am sorry I killed your children". Tell me how the hell saying "I am sorry for the circumstances under which I killed your children" means the same thing??? "The regrettable part is that we had to defend ourselves in the strongest fashion which resulted in the demise of three young men". All that means is that he sorry about the MANNER in which they met their demise, not THAT they met their demise. How is that apologizing to the families for killing anybody? That is not even a technical apology. WHAT SO HARD TO UNDERSTAND ABOUT THAT? And he is quite right to make mention of it. It was his duty to make it known that the course of action that was eventually taken was not the way he wanted it to go, in other words, not be the norm. Congratulations to the Police in responding quickly, it would have been nice if there were no casualties. I am very concerned at the Black on Black Ethnic Cleansing. Whether it is gang against gang or police against bandit. We are losing too many of our young black men. I feel as a society we continue to fail. When society fails the most vulnerable always pays the price. A lot of well protected people are making a lot of money out of this crisis. It may well be supported at the political level across all parties. We do not know who is financing our political parties. All parties are guilty of breaking the law by overspending at elections, to the tune of hundreds of millions. If we have our Political Parties breaking the laws/rules what example is that. One party when asked how in such a short time they were able to spend hundreds of millions on elections. The response is that they had cake sales and bar-b-ques. Everybody fooling everybody.

From a PR standpoint, the CoP clearly didn't handle this well. It would be interesting to read the actual transcripts of his statements.

During his apology he should have implored citizens to raise their children with some sense of respect and morality. This would prevent them from thinking about kidnapping another human being or committing some of these heinous crimes.

As they say in politics, you've got to appeal to your "base." He's probably just trying to secure his post as the CoP and thought this statement was in his best interest.

It's unfortunate that he didn't seem as concerned for a family, that, only a few years ago, had to endure a similar ordeal.

Well I think I've heard it all now! with crime the way it is and innocent citizens being kidnapped left and right and also being murdered, we are issuing statments of regret for using the same deadly force the criminals use on us? to bring back a point the president (Max Richards) made at his innorgural ceremony "be mindful of becoming another failed state" well I think we are now a failed state and another banana republic when the CoP makes public statements like this to the relatives of the criminal element, if the CoP wanted to extend his regret at what transpired he should have done so privately, the country is sick and tired of crime and the for the most part the way national security drags it's feet with regard to the protection of the citizens so the public statement will obviously anger most people reading about it or hearing it on TV or by any other medium they got a hold of the public statement. May God have mercy on TnT.

The headlines have implied that Mr Philbert was apologising to the family but on reading the article it is plain to see that the is not what is meant nor did he say I am "apoligising" to the family.
Being sorry for the circumstances under which they met their deaths is no apology to the families, but shows that he would have prefered that a life was not taken by his men.
This English language is a tough one to understand.
The new paper and the rest of the media have a unique way of riling the people up, most of the bloggers have not even read the article, but prefer to lambaste Mr Philbert because of the head lines. Headlines sell news papers.

You have hit the nail on the head. Why was it clear to you and hard for everyone else? Perhaps because you read the article... All we have here are people who have been baited by a sensational headline. From their responses it is clear most have not even bothered to read the article and be informed. And if they DID read it that only makes it worse since their replies dictate that they have not understood what they read. It's so easy though to jump on the keyboard and spew negativity just because it's fashionable to do so, or because fellow bloggers are of that opinion. They have no idea how embarrassingly silly they appear by their display of willful ignorance.

The only thing I will fault Philbert for however is that after declaring zero tolerance on crime he should not be so quick to express regret at the way it had to go. Still, it may be understandable, since despite the fact that the lives lost were basically human trash, they were lives nevertheless, and a quantity to boot. Personally I am happy with the outcome and look forward to similar action from the police the moment a single shot is fired at them during the course of a pursuit. Strong action is need to send a strong message for a situation gone way out of control.

What Trinidad needs badly is some form of martial law. Sure enough all citizens will lose some rights and freedoms. I dont think you all understood Mr Philbert. It is a PR stunt. He really doesnt care about these crooks, but it makes him look human with the human touch. But I have been saying all along, Mr Philbert is the man for them. He is fearless, strong, and is educated. He knows what to say. Thanks for this one. It made my day, hearing these kidnappers were killed. I was laughing the entire day, just thinking about these crooks taking their dying breadth. As my Chemistry teacher always said, If you do the crime prepare to do the time. Any criminal with a gun is capable of murder, whether by accident, or deliberate. Keep it up police force, you would find all the hard working people are happy with this last rescue.

If you read what Philbert was quoted as saying and not just responded in knee-jerk fashion like most everyone else here who cannot understand what they reading, you would realize that you need to take your own advice. You just removed your own moral authority to call anyone an idiot.

Well the "English" laguage is certainly complicated if you agree with some bloggers, however I don't know which is worse apologising to the family (as claimed), or showing sympathy for the dead criminals....who kidnapped a man....and shot at police, those statements made by Mr Philbert brought this wrath on him!! If yuh lie in front of a train you will get crushed, if you touch fire you will get burn, if you shoot at police....prepare to die!! No apology or sympathy needed!!

He cannot align it parallel 1/8 of an inch above the pocket seam as required by regulation, but we expect him to be proficient in technical matters.
