The Telecom Authority of Trinidad and Tobago (TATT) has turned down three applicants who responded to its requests for proposal for a concession and associated licence to operate a public domestic mobile network and to provide public telecommunications services.
"Of the three applications received, none achieved the overall pass mark of 70 per cent and further, none satisfied the criteria for Financial Stability set out in the RFP," TATT said in a statement. The Authority said on the closing date of February 6, 2009, three companies submitted proposals, these companies include:
�2 Spiritage T&T Ltd, St Clair, Port-of-Spain;
�2 Mobile Networks of T&T Ltd, Kelshall Street, San Fernando;
�2 Kalypso Holdings (Trinidad) Ltd, c/o chambers of JA Hudson-phillips, Port-of-Spain.
TATT said the proposals were assessed on four conditions:
�2 company information and background;
�2 track record and experience;
�2 financial stability;
�2 viability of proposal.
The companies which responded to the proposals were also required to achieve a certain score.
"For an applicant to be successful, the applicant was required to achieve a score of no less than 70 per cent overall, and no less than 50 per cent in each of the four main criteria. TATT said it has been directed by the Public Administration Minister to ensure that there be more competition in the mobile sector, while maintaining standards set by TATT. TATT said its top priority is to bring another provider into the mobile sector in T&T.
