Prime Minister Patrick Manning has confirmed that the existence of the Integrity Commission is being reviewed. He admitted that the Integrity Commission “had not worked well” in T&T. “That is a matter that we have to completely review. We have to completely rethink this question of the Integrity Commission because it is becoming increasingly more difficult to sit on boards because of that arrangement,” he said. Manning said what was worse was that “we are now discovering it has become very difficult for people to sit on the Integrity Commission itself.”
Manning was speaking during a PNM public meeting at Wendy Fitzwilliam Boulevard, Diego Martin, Monday night. Members of the Integrity Commission, appointed on May 1, resigned within a week of their appointment. The first to resign within hours of his appointment was Justice Zainool Khan, who claimed President George Maxwell Richards had reneged on a promise to make him deputy chairman of the body which received the declarations of assets of public officials in the country. “That arrangement has not worked well and we would like to hear the views of the population on how that should now be handled,” Manning stressed.
On another matter, Manning said Government was proposing that the Constitution be amended to allow permanent secretaries to hire, discipline and promote public servants instead of the service commissions. Manning said this was one of the measures proposed in the Draft Working Document on the Constitution Reform. He said the existing service commissions were unable to discipline public servants.“To get around that we are going to delegate these functions from the service commissions to the permanent secretaries in the various ministries,” Manning said.
He said, “There is going to be a Human Resource Unit in each ministry, which will employ people, which would discipline people, which will promote people in accordance with established principles and the service commissions will now become an appellate body.” Manning said with respect to the Teaching Service Commission, Government proposed that a new agency be set up to recruit, train, promote, discipline and fire teachers. Similarly, he said any aggrieved teacher can appeal to the Teaching Service Commission for redress.

With this proposed system of appointments the way would be paved for even worse discrimination- political, ethnic, whatever, than exists at present (recall recent court judgements), since the Permanent Secretaries would have been appointed by the political directorate and could be manipulated or be inclined to recruit & employ party hacks (like in URP & CEPEP)and could victimise those who do not show absolute loyalty to the ruling party. And who would nominate the Chairmen and members of the PSC & TSC (the appelate bodies)& the IC? The Executive President. The last IC imploded from suspected executive interference. More evidence of dictatorial intent. Ken Valley should break his silence and elaborate & the now silent messianic Robbie should do likewise and tell us more about creeping dictatorship and moral & spiritual values. I guess he must be enjoying a cushy retirement with that most generous package he got.

His appointment of his wife to a senior cabinet position is against the Integrity Act yet we have stuck our heads in the sand and allowed him to get away with this blatantly corrupt pratice

I am fed up, he is getting worse from day to day, helicopters, steel left right centre, an Alley Smelter planned, New Integrity commission next, new constitution, all change to the CCJ, heavy tar sands oil production, mangroves to be destroyed, mass immigration from smaller islands- join with them, building an island... now hear this: bridges falling down, floods, petrotrin bust, a potable water system crying out over a generation now, crimes from 360 degrees..everyone knows the pusher but the cops cant find them, bad drivers on the roads, bad roads perpetual like the water system, prejudice surfacing in public services, when is it going to end? The TT public is going crazy. Its a mess. Is anyone in govt listening? It reach the point, some friends dont want to come to TT for a lil holiday nah man, to cook on the beach. Does this govt know how to handle things? Where do they get their ideas from? is there somebody in the backroom just churning out bad ideas for the PM and his govt?

What is the great urgency to have a direct political input into citizens life as mentioned by another when and if these changes occur, it lays the ground for rank interference and victimization of citizens who may not want to conform and may want to exercise their rights. Furthermore when these permanent secretaries and new agencies are created to hire, fire, discipline etc and the worst of all the proposed H R Unit and teaching pool for teachers,the system may go further into chaos as suggested, if a principal is not satisfied by a teacher's performance they can send them back to the pool and get another, what are these pupil's position in the schools, seeing and having to adjust to a new teacher on a regular basis.
Finally when the service commission becomes an apparel body how long would a aggrieved teacher have to wait for results from an appeal, and at what cost etc.
What are the public servants to do when their contract, yes contracts hidden agenda, of 5yrs is not renewed based on a bias view of an employer? What of their loans, mortgages, bills etc. In other words to protect your job you must do what you are told and maybe conform to a suppressive system of operations and may have to give up their rights.
