Ganga Singh to act as WASA’s CEO

Former Public Utilities Minister Ganga Singh has been appointed acting chief executive officer (CEO) of the Water and Sewerage Authority (WASA). This is the third appointment of a CEO at the State-run company since January. Dr Jim Lee Young and British national Andrew Smith each served four months before resigning. Singh served as Public Utilities Minister from 1995 to 2001 after the United National Congress won the general election for the first time.

He is a co-host of the Morning Panchayat on 106.1 fm and was the MP for Caroni East. Efforts to contact Singh were futile. During that time, Public Utilities Minister Emmanuel George was Singh’s permanent secretary. George made the announcement during a media conference at the ministry’s offices, Elizabeth Street, St Clair, yesterday. He said the purpose of the media conference was to inform the nation about WASA’s proposals to bring relief to customers affected by an inadequate and unreliable supply of water. Additionally, he said, it was “to inform of certain developments at WASA. George said Smith had tendered his resignation “in recognition of the May 24 general election by the people of T&T of a new Government.” His resignation comes into effect from July 31.

Smith was appointed by the previous administration on April 12.
George said one of the first tasks of the new board after it is appointed would be to appoint a CEO. “In the meantime, however, and until such an appointment is made, I have taken the decision to appoint Mr Ganga Singh as acting chief executive officer of the Water and Sewerage Authority,” he added. He said WASA had set a target to provide water at least two days a week to the population within the first year of Government’s mandate. He added: “The goal to supply water a minimum of two days a week to those who currently receive a supply less than that or none at all within a year is, you will agree, a formidable task and this is the major reason for my decision to have Mr Ganga Singh take on the task of chief executive officer.

“Having worked with Mr Ganga Singh previously, I am aware that he is experienced and quite knowledgeable about the Water and Sewerage Authority and of the issue of delivering water to the population, and the population, I think, is quite aware of his competence. ‘We cannot afford the luxury of a lacuna at the level of the chief executive officer,” George said. The minister said areas which fall under the Point Fortin, Couva/Tabaquite/Talparo, Mayaro/Rio Claro, Princes Town, Debe/Penal and Siparia Regional Corporations were the worst served. Those areas had the highest percentage of customers who received a class five supply of water which was less than two days a week, he added. George said in order to achieve the goal of providing water two days a week to the entire population within a year, he needed people who could “hit the ground running.”

WASA’s immediate tasks/plans:

• Ensure each community receives water at least two days a week;
•ensure approximately 50,000 standpipe customers are connected to WASA’s network;
• a comprehensive plan to identify long-term improvements;
• issues of transparency and accountability;
• customer service; and,
• project deadlines.

A good CEO may be credited for the job done under his/her watch.
But it's the people under his/her watch who are the ones really doing the work.
The CEO manages the people and the programme he/she is responsible for.
So if Mr. Ganga Singh has that special qualification/experience he will be able to do a good job. Good management skills are essential.
However, if the persons under his watch are not towing the line, then he will have problems in managing his portfolio.
Therefore, he must choose wisely those he will mandate to be the important players in his team - they must be qualified, experienced and good team players, and be willing to work for people and country.
Time will tell how effective Mr. Ganga Singh will be as CEO.
Partisan politics should have no place in carrying out the duties of WASA.

Many of your comments are positive and make a lot of sense.
However, where you do lose me is with some of the negativity.
I thought that we were supposed to be working together as a people to move our country forward?
Yes, I do realise that some of the posters are quite open with their partisan political bias, but that should not deter you from presenting constructive commentaries minus the rebuttal to those who cross the line from recognising and accepting that we are one people and one country and one government regardless of our brand. However, I must say that most of these comments are simply old talk and joshing, and should not be taken seriously.

This new gov't has been in office for appx. 2 months and we need to give them time to get their house in order before we really assess their performance. But this does not mean that we should refrain from critiquing their on-going performance either. When I left this Third World, spit bucket, back water, failed excuse for a country, you idiots and morons were TALKING about bringing water to everyone in the nation. We used to lose water in my cockroach and termite riddled tenement almost every day. And when we had it, the water was nasty and often undrinkable.

Now, thirty seven years later, the same set of lazy, corrupt, do nothing, cleptocratic idiots and morons are STILL TALKING about bringing water to everyone. Only the names and faces have changed. The same attitude of ignorance, mediocrity and failure still holds sway in your approach to governing yourselves.

The town that I have lived in for the last eighteen years and still live in today has NEVER had its water supply to its citizens cut off, even at the height of periodic drought conditions. The water is clean, reliable, affordable and safe. It's called proper planning, responsibility and accountability. Quite clearly, you people know little or nothing about those very basic tenets of management and government.

Mr. Minister, my congratulation to you Sir, in sharing your desired goal, to get water to all, for two day's per week.As well as having all standpipe coustmers connected, to the supply system.however it is my humble view , that in order to achive this goal, you will have to bring some life to a department, that will have to approve all these application.
Namely NEW SERVICE"S.Mr. Minister , i say so based on my exprience in that dep't. having submited a sewer isometric drawing for WASA approval, in Janaury , and up to the present time that dep't. has not yet approved the plan's.Given that there was a mistake, which pointed out in April, was corrected ,and copies reprinted, which was resubmited in May, yet i am unable to get this approval and have getting the same excuse , " the plumbing superintendent, in not in office. or it is on the plumbing superintendent desk.
After seven month to approve a sewer isometric, which previouly, took three weeks,before the exprienced plumbing inspector's were sent home , on full pay and OJT"S plumbing inspector's employed. One can assume that it will take ten or twelve months to get a that transfer to the water plan you envisage.

Perka you now start to wait. New Services Dept. at WASA like the rest of the organisation is a disgrace. If you happen to get the neccessary approvals from WASA they will finish you off when your project is completed and you cannot sell anything because WASA will take another year to get around to issuing the completion certificate. You have to bribe someone at WASA Perka.

This change of CEO is good

This change of CEO is good to know, however there is the pressing issue of curbing the problem of water shortage next dry season which demands attention. WASA remains the number one water waster. Some 45 to 50-percent of all water that circulates through WASA's mains are lost to leaks, never usefully making its way to consumers. Where does WASA stand with respect to eliminating its leaking distribution system?
Is WASA now coordinating and cooperating with the Ministry of Works and Transport to minimize roadway destruction through poorly planned pipe laying, pipe repair works and disconnection of 'illegal' connections? What is the status of damp construction earmarked to alleviate flooding and to increase the nation's water stocks? How soon will WASA commence tapping into the ready available ground and surface water supply that drains off the Northern Range? This water is perfect for increasing water stocks and volume of supply at low cost. Is it WASA's intention to continue ignoring the existence of this resource?

Mr Singh, as the new

Mr Singh, as the new Chairman of WASA, please allow the programme that was set up in the dry season to stop leaks, to continue.

I also hope that you would consider looking at solutions for next year's dry season.

What is wrong Ganga Singh? I would like to know. Is it because he made an attempt to give water to all by the year 2000? If you aim at the sky you might reach the clouds and if you aim at the sky you might reach the tree tops, so I believe his goal of water for all was simply the ultimate which should always the objective of WASA. So I see this as great move that can have results. His approach as Misister seems to make him an action or goal-oriented person. And what is wrong with that?
The point that it's job for the boys is lame. It sounds more like sour grapes. If the PNM appointed CEO resigns then what can one expect? No one in their right mind would expect any govenment to appoint one who is not supportive of it.

As part of your immediate tasks, can you please address the millions of leaks in your water distribution system? Perhaps try to implement more effective repair methods so that they don't reappear in a week. Include training your contractors in how to properly fix a road after digging it up. Or better yet, learn how to coordinate with the minstry of works or regional corporations as to when they plan on paving roads so that after they pave it your great and illustrious WASA don't come and dig it up. Put all this in your list of plans.

Acting CEO of WASA - Mr.

Acting CEO of WASA - Mr. Ganga Singh.
I do believe that this is a wise move at this time. He has been appointed in an acting capacity, and not on a permanent basis. This will make it easier to relieve him of his duties should he not perform up to expectations. He will be filling the void until perhaps a permanent CEO is hired.

He was the Minister responsible for this portfolio before, and his experience would make him a valuable CEO/member of the team during these chaotic times of WASA.

These two, the Minister and the Act. CEO have been there before, and it should make it easier to work as a team, even though the tables have been turned.

I am willing to give Mr. Ganga Singh an opportunity to prove himself in his new appointment.

Instead of asking why Mr. Ganga as Act. CEO of WASA, we should be asking why not him.

Are we aware of other qualified and experienced candidates to be assigned in an acting capacity at the present time?

By the way, why is the British National Andrew Smith resigning after only 4 months on the job?
Was he not recruited through a legitimate search process?
