This is an intervention towards reducing the level of violent crime in T&T in 2019 and onwards, focused on primarily strategic agencies of the State that are not presently constituted and structured to adequately deal with the realities of crime in T&T. These are strategic agencies of the State that are trapped in institutional inertia, as they are repeatedly utilising 1962 operational modes to deal with 21st-century criminal activity, driven by transnational organised crime.
The intervention is critical, multi-faceted and must be applied simultaneously for maximum effectiveness. Failure to follow this path will result in failure, as the key State agencies are plagued with multiple grave deficiencies which interlink, complement and embellish each other, towards exerting hegemony over the daily operations of each agency.
Each individual agency in the State structure so plagued with inadequacy and irrelevance work together, towards assaulting the State to facilitate State capture, whether deliberate or not, by transnational organised crime, which is the perfect storm. From its functioning on the ground to the formulation of policy and daily governance, the State is then under grave threat to be nullified at least, as it already is in spaces in T&T, or to be captured by an alternate order. The object under contest is State power and hegemony.
Strategic priorities
1. End the ganja wars by legalising ganja. This will put an end to the largest single contributor to the annual murder toll for the 21st century.
2. Immediately unseat the four horsemen of the apocalypse of the T&TPS. They are: the dysfunctional system of promotion, the dysfunctional system of discipline, the dysfunctional command and control system and the organised crime groups exploiting the structural weaknesses of the T&TPS towards exerting hegemony over the T&TPS.
3. Immediately address the backlog of cases at the Forensic Science Centre via a multiplicity of interventions and measures applied. Establish an Office of the Coroner responsible for the bodies of people who died under unexplained and suspicious circumstances. Establish a forensic anthropology unit to handle the growing number of human bones being found in dumping sites in T&T. Immediately solve the technology and knowledge deficit plaguing State forensic sciences in T&T.
4. Immediately devote the necessary resources to ensure that the Office of the Director of Public Prosecution is transformed into a leading edge prosecutorial agency fit and able to effectively deliver on its mandate in the present landscape and terrain of criminal activity in T&T.
5. Immediately construct a maximum security remand yard with the necessary courts attached.
6. Immediately devote the necessary resources to end the backlog of criminal cases in the Judiciary.
7. Immediately address the dysfunctional operating systems of the Customs and Excise and Immigration. Expand the protective arms of Customs and Excise and Immigration to enable utilisation of the full extent of the law by a joint agency devoted to protecting the borders of T&T against transnational and organised crime smuggling. Immediately set in motion an assault on organised crime groups in both agencies.
