This is an in­ter­ven­tion to­wards re­duc­ing the lev­el of vi­o­lent crime in T&T in 2019 and on­wards, fo­cused on pri­mar­i­ly strate­gic agen­cies of the State that are not present­ly con­sti­tut­ed and struc­tured to ad­e­quate­ly deal with the re­al­i­ties of crime in T&T. These are strate­gic agen­cies of the State that are trapped in in­sti­tu­tion­al in­er­tia, as they are re­peat­ed­ly util­is­ing 1962 op­er­a­tional modes to deal with 21st-cen­tu­ry crim­i­nal ac­tiv­i­ty, dri­ven by transna­tion­al or­gan­ised crime.

The in­ter­ven­tion is crit­i­cal, mul­ti-faceted and must be ap­plied si­mul­ta­ne­ous­ly for max­i­mum ef­fec­tive­ness. Fail­ure to fol­low this path will re­sult in fail­ure, as the key State agen­cies are plagued with mul­ti­ple grave de­fi­cien­cies which in­ter­link, com­ple­ment and em­bell­ish each oth­er, to­wards ex­ert­ing hege­mo­ny over the dai­ly op­er­a­tions of each agency.

Each in­di­vid­ual agency in the State struc­ture so plagued with in­ad­e­qua­cy and ir­rel­e­vance work to­geth­er, to­wards as­sault­ing the State to fa­cil­i­tate State cap­ture, whether de­lib­er­ate or not, by transna­tion­al or­gan­ised crime, which is the per­fect storm. From its func­tion­ing on the ground to the for­mu­la­tion of pol­i­cy and dai­ly gov­er­nance, the State is then un­der grave threat to be nul­li­fied at least, as it al­ready is in spaces in T&T, or to be cap­tured by an al­ter­nate or­der. The ob­ject un­der con­test is State pow­er and hege­mo­ny.

Strate­gic pri­or­i­ties

1. End the gan­ja wars by le­gal­is­ing gan­ja. This will put an end to the largest sin­gle con­trib­u­tor to the an­nu­al mur­der toll for the 21st cen­tu­ry.

2. Im­me­di­ate­ly un­seat the four horse­men of the apoc­a­lypse of the T&TPS. They are: the dys­func­tion­al sys­tem of pro­mo­tion, the dys­func­tion­al sys­tem of dis­ci­pline, the dys­func­tion­al com­mand and con­trol sys­tem and the or­gan­ised crime groups ex­ploit­ing the struc­tur­al weak­ness­es of the T&TPS to­wards ex­ert­ing hege­mo­ny over the T&TPS.

3. Im­me­di­ate­ly ad­dress the back­log of cas­es at the Foren­sic Sci­ence Cen­tre via a mul­ti­plic­i­ty of in­ter­ven­tions and mea­sures ap­plied. Es­tab­lish an Of­fice of the Coro­ner re­spon­si­ble for the bod­ies of peo­ple who died un­der un­ex­plained and sus­pi­cious cir­cum­stances. Es­tab­lish a foren­sic an­thro­pol­o­gy unit to han­dle the grow­ing num­ber of hu­man bones be­ing found in dump­ing sites in T&T. Im­me­di­ate­ly solve the tech­nol­o­gy and knowl­edge deficit plagu­ing State foren­sic sci­ences in T&T.

4. Im­me­di­ate­ly de­vote the nec­es­sary re­sources to en­sure that the Of­fice of the Di­rec­tor of Pub­lic Pros­e­cu­tion is trans­formed in­to a lead­ing edge pros­e­cu­to­r­i­al agency fit and able to ef­fec­tive­ly de­liv­er on its man­date in the present land­scape and ter­rain of crim­i­nal ac­tiv­i­ty in T&T.

5. Im­me­di­ate­ly con­struct a max­i­mum se­cu­ri­ty re­mand yard with the nec­es­sary courts at­tached.

6. Im­me­di­ate­ly de­vote the nec­es­sary re­sources to end the back­log of crim­i­nal cas­es in the Ju­di­cia­ry.

7. Im­me­di­ate­ly ad­dress the dys­func­tion­al op­er­at­ing sys­tems of the Cus­toms and Ex­cise and Im­mi­gra­tion. Ex­pand the pro­tec­tive arms of Cus­toms and Ex­cise and Im­mi­gra­tion to en­able util­i­sa­tion of the full ex­tent of the law by a joint agency de­vot­ed to pro­tect­ing the bor­ders of T&T against transna­tion­al and or­gan­ised crime smug­gling. Im­me­di­ate­ly set in mo­tion an as­sault on or­gan­ised crime groups in both agen­cies.
