The con­cerns sur­round­ing the leaked au­dio record­ing that re­port­ed­ly formed part of the ba­sis for Pre­ven­tive De­ten­tion Or­ders (PDOs) be­ing is­sued against busi­ness­man Do­minic Hadeed, his wife Genevieve and rel­a­tive Star Sab­ga go to the very heart of the rule of law, the in­tegri­ty of the jus­tice sys­tem and the pub­lic’s con­fi­dence in State in­sti­tu­tions.

Amid the con­tro­ver­sy sur­round­ing a leaked tele­phone con­ver­sa­tion in­volv­ing busi­ness­woman Star Sab­ga and mem­bers of the Hadeed fam­i­ly, for­mer House Speak­er Nizam Mo­hammed has drawn at­ten­tion to a broad­er and ar­guably more im­por­tant is­sue: the hun­dreds of cit­i­zens de­tained un­der Pre­ven­tive De­ten­tion Or­ders (PDOs) who lack the fi­nan­cial means to se­cure le­gal rep­re­sen­ta­tion.

The rule of law is a cor­ner­stone of any de­mo­c­ra­t­ic so­ci­ety. It rests on the prin­ci­ple that no one is above the law and that all cit­i­zens are en­ti­tled to equal treat­ment re­gard­less of race, sta­tus, gen­der or po­lit­i­cal af­fil­i­a­tion.

On Mon­day, Trinidad and To­ba­go will mark the 36th an­niver­sary of the at­tempt­ed coup of Ju­ly 27, 1990, at a time when na­tion­al se­cu­ri­ty once again dom­i­nates pub­lic dis­cus­sion. The on­go­ing State of Emer­gency, the use of Pre­ven­tive De­ten­tion Or­ders (PDOs) and de­bate over the bal­ance be­tween pub­lic safe­ty and civ­il lib­er­ties make this an­niver­sary par­tic­u­lar­ly rel­e­vant.

Home­land Se­cu­ri­ty Min­is­ter Roger Alexan­der’s de­ci­sion yes­ter­day to re­voke the Pre­ven­tive De­ten­tion Or­ders (PDOs) is­sued against busi­ness­man Do­minic Hadeed and his wife, Genevieve, may be the most dra­mat­ic re­ver­sal of a Gov­ern­ment de­ci­sion in Trinidad and To­ba­go’s near­ly 64 years of In­de­pen­dence.

Foot­ball fans around the world are to­day ex­pe­ri­enc­ing a touch of “foot­ball ta­ban­ca” fol­low­ing the end of the FI­FA World Cup 2026. Af­ter al­most six weeks of com­pe­ti­tion, the tour­na­ment de­liv­ered the ex­cite­ment, dra­ma and skill ex­pect­ed from the con­test to de­ter­mine the world’s best foot­balling na­tion. The per­for­mances of the 48 par­tic­i­pat­ing coun­tries reaf­firmed foot­ball’s rep­u­ta­tion as the “Beau­ti­ful Game.”

In a na­tion that has strug­gled for decades to curb se­ri­ous crime, par­tic­u­lar­ly mur­ders, any re­duc­tion in vi­o­lence is wel­come. The adage that one life lost is one too many res­onates deeply in Trinidad and To­ba­go. Every de­cline in the mur­der toll means few­er griev­ing fam­i­lies, few­er trau­ma­tised com­mu­ni­ties and less fear dis­rupt­ing dai­ly life.

For the past 14 months, Trinidad and To­ba­go has op­er­at­ed un­der suc­ces­sive States of Emer­gency (SoEs). Cit­i­zens ac­cept­ed re­stric­tions on move­ment and ex­pand­ed po­lice pow­ers be­cause they were told ex­tra­or­di­nary mea­sures were nec­es­sary to con­front an ex­tra­or­di­nary crime wave. Yet, the dead­ly events of the past week­end serve as a sober­ing re­minder that emer­gency pow­ers alone can­not de­liv­er last­ing pub­lic safe­ty.

Ques­tions con­tin­ue to sur­round the Gov­ern­ment's pro­posed da­ta cen­tre projects, in­clud­ing their suit­abil­i­ty for Trinidad and To­ba­go, their po­ten­tial ben­e­fits and the chal­lenges they may cre­ate. Yet be­fore these is­sues can be ful­ly as­sessed, a more fun­da­men­tal con­cern must be ad­dressed: the ap­par­ent lack of pub­lic in­for­ma­tion and con­sul­ta­tion sur­round­ing these ini­tia­tives.

The Cen­tral Sta­tis­ti­cal Of­fice (CSO), the coun­try’s pri­ma­ry agency for col­lect­ing and pub­lish­ing so­cial and eco­nom­ic da­ta, has long faced crit­i­cism over the qual­i­ty, avail­abil­i­ty and time­li­ness of its sta­tis­tics. The agency has con­sis­tent­ly ar­gued that it lacks the le­gal au­thor­i­ty to com­pel pub­lic and pri­vate en­ti­ties to pro­vide in­for­ma­tion prompt­ly, lim­it­ing its abil­i­ty to de­liv­er com­pre­hen­sive and up-to-date da­ta.
