Detention Order issued for 'Sleepy' an alleged Rasta City gang shooter

Na­tion­al Se­cu­ri­ty Min­is­ter Mar­vin Gon­za­les has signed his sec­ond Pre­ven­tive De­ten­tion Or­der (PDO) since as­sum­ing of­fice on March 17.

Gazetted yes­ter­day in ac­cor­dance with the Emer­gency Pow­ers Reg­u­la­tions 2024 – the min­is­ter au­tho­rised the East­ern Cor­rec­tion­al Re­ha­bil­i­ta­tion Cen­tre at Churchill-Roo­sevelt High­way, San­ta Rosa, Ari­ma – to de­tain and keep An­ton “Sleepy” Ol­li­v­ere in law­ful cus­tody.

Ol­li­v­ere, of Build­ing 27, Apart­ment G, Dun­can Street, Port-of-Spain, was held by of­fi­cers af­ter be­ing cred­i­bly iden­ti­fied as an en­forcer, and shoot­er, for a crim­i­nal or­ga­ni­za­tion known as the Ras­ta City/Sev­en gang, and as a per­son in­tend­ing, and with the means, to en­gage in gang war­fare with the use of high pow­ered weapons in pub­lic places, in­clud­ing re­tal­ia­to­ry shoot­ings and mur­ders of ri­val gang mem­bers and their fam­i­ly mem­bers.

Para­graph 3 (1) of the Sched­ule of the Emer­gency Pow­ers Reg­u­la­tions, 2024, states that any per­son in re­spect of whom a de­ten­tion or­der is in force, may be ar­rest­ed with­out war­rant by any po­lice of­fi­cer and may be de­tained in such place and un­der such con­di­tions as the min­is­ter may from time to time di­rect.

Gon­za­les’s first PDO was is­sued for Jabari Paul al­so called Bari or Jabari Red­man on March 18, af­ter he was cred­i­bly iden­ti­fied as a mem­ber of, and shoot­er for, an or­gan­ised crim­i­nal group known as the Sixx Gang in­volved in nar­cotics and firearms traf­fick­ing, lar­ce­ny of mo­tor ve­hi­cles, rob­beries and mur­ders, and as a per­son in­tend­ing to en­gage in vi­o­lent gang ac­tiv­i­ty in­clud­ing the re­tal­ia­to­ry mur­der of ri­val gang mem­bers with the use of high pow­ered firearms in pub­lic places.
