Halliday fired as WASA CEO; Jeevan Joseph takes over

The Wa­ter and Sew­er­age Au­thor­i­ty (WASA) has ap­point­ed Jee­van Joseph as Act­ing Chief Ex­ec­u­tive Of­fi­cer, ef­fec­tive June 25, 2025.

His ap­point­ment fol­lows the re­moval of Kei­throy Hal­l­i­day by the WASA board.

Ac­cord­ing to a re­lease from WASA, Joseph brings more than two decades of tech­ni­cal and man­age­r­i­al ex­pe­ri­ence in the util­i­ties sec­tor, hav­ing built a dis­tin­guished ca­reer at the Au­thor­i­ty since join­ing in 2000.

He holds a Bach­e­lor of Sci­ence in Elec­tri­cal and Com­put­er En­gi­neer­ing from the Uni­ver­si­ty of the West In­dies and is cur­rent­ly pur­su­ing an MBA at An­glia Ruskin Uni­ver­si­ty.

WASA said Joseph has served in sev­er­al crit­i­cal roles, in­clud­ing Man­ag­er of Tech­ni­cal Ser­vices for Waste­water Sys­tems. In that post, he led the de­vel­op­ment of stan­dard op­er­at­ing pro­ce­dures, as­set man­age­ment strate­gies, and tech­nol­o­gy-dri­ven ini­tia­tives to im­prove op­er­a­tional ef­fi­cien­cy and en­vi­ron­men­tal sus­tain­abil­i­ty.

He al­so played a lead­er­ship role in ma­jor pipeline in­fra­struc­ture projects across Trinidad, in­clud­ing the Navet and Hol­lis Trunk Mains Projects.

As Act­ing CEO, Joseph is ex­pect­ed to pri­ori­tise eq­ui­table wa­ter dis­tri­b­u­tion, in­fra­struc­ture re­silience, and ser­vice re­li­a­bil­i­ty.

“I am ho­n­oured to lead WASA at this crit­i­cal junc­ture,” he said. “My fo­cus will be on col­lab­o­rat­ing with stake­hold­ers, lever­ag­ing in­no­va­tion, and en­sur­ing that every­body in every com­mu­ni­ty re­ceives fair and sus­tain­able ac­cess to pipe-borne wa­ter. To­geth­er, we will build a stronger, more re­spon­sive WASA.”

The Board said it re­mains con­fi­dent in Joseph’s abil­i­ty to dri­ve the evo­lu­tion of the Au­thor­i­ty, point­ing to his ex­pe­ri­ence, aca­d­e­m­ic back­ground, and long­stand­ing ded­i­ca­tion to pub­lic ser­vice.
