New regulations governing the operations of San Fernando maxi taxis on Routes 3, 4, and 5, will go into effect on Monday 12 September 2022, with the publication of Legal Notice 182 concerning the Traffic Control (Experimental Scheme) for those routes.
The new regulations governing maxi taxis operating with San Fernando as their hub were signed by the Commissioner of Police (Ag), Mc Donald Jacob, and the Minister of Works and Transport, Senator Rohan Sinanan.
They will be in effect until Monday 12 December 2022, at which time the authorities will be able to determine their success, and whether to make the changes permanent.
In the new regulations—which were piloted by the Ministry of Works and Transport—specific areas are allocated as maxi taxi stands for the various route operators, including the numbers of vehicles which can occupy those spaces, the hours of occupation of the stands, and where the route vehicles can enter and exit the city.
The regulations also list the sanctions for breaches, inclusive of fines and even vehicle impounding.

REGULATIONS
MADE BY THE COMMISSIONER OF POLICE WITH THE CONSENT OF THE MINISTER OF WORKS AND TRANSPORT UNDER SECTION 67(1) OF THE MOTOR VEHICLES AND ROAD TRAFFIC ACT
THE TRAFFIC CONTROL (EXPERIMENTAL SCHEME) [ROUTE AREAS (3), (4) AND (5) MAXI-TAXI] (SAN FERNANDO) REGULATIONS, 2022
1. These Regulations may be cited as the Traffic Control (Experimental Scheme) [Route Areas (3), (4) and (5) Maxi-Taxi] (San Fernando) Regulations, 2022. (CITATION)
2. These Regulations shall commence on Monday 12th September, 2022 and shall expire on Monday 12th December, 2022. (COMMENCEMENT AND DURATION)
3. In these Regulations, “Route Area (3)”, “Route Area (4)” and “Route Area (5)” mean the route areas specified in the Fourth Schedule of the Maxi-Taxi Regulations. (INTERPRETATION CHAPT. 48:53)
4. Between the hours of 6.00 p.m. and 5.00 a.m., no more than four maxi-taxis plying Route Area (3) shall park on the northern side of High Street facing east, twenty metres west of Mon Chagrin Street, as marked. (MAXI TAXI STAND)
5. Between the hours of 6.00 p.m. and 5.00 a.m., a driver of a maxi-taxi plying Route Area (3) shall– (a) enter Hollis Street from St. James Street, proceed in a southerly direction, turn left onto High Street and proceed in an easterly direction into the maxi-taxi stand; and (b) exit the maxi-taxi stand by turning left onto Mon Chagrin Street from High Street. 6. Between the hours of 6.00 p.m. and 5.00 a.m., no more than six maxi-taxis plying Route Area (4) or Route Area (5) shall park on the northern side of Harris Promenade North facing west, one hundred and twenty metres west of High Street, as marked. (MAXI-TAXI STAND)
7. Between the hours of 6.00 p.m. and 5.00 a.m., a driver of a maxi-taxi plying Route Area (4) or Route Area (5) shall– (a) enter Hollis Street from St. James Street, proceed in a southerly direction, turn left onto High Street, proceed in an easterly direction, turn right onto Harris Promenade North and proceed in a westerly direction into the maxi-taxi stand; and (b) exit the maxi-taxi stand by proceeding in a westerly direction along Harris Promenade North. 8. Between the hours of 6.00 p.m. and 5.00 a.m., a driver of a maxi-taxi plying Route Areas (3), (4) or (5) shall not enter– (a) Point-a-Pierre Road from High Street; (b) Coffee Street from High Street; and (c) Mucurapo Street from High Street. (NO ENTRY TO MAXI TAXIS)
9. A person who contravenes these Regulations commits a traffic violation and is liable to a fine of seven hundred and fifty dollars for the first traffic violation and to a fine of one thousand dollars for every subsequent traffic violation. (TRAFFIC VIOLATION AND PENALTY)
10. Without prejudice to any other liability incurred by the commission of a traffic violation, vehicles found parked in contravention of these Regulations may be removed by a member of the Police Service and impounded and dealt with in accordance with section 108(1)(b) of the Motor Vehicles and Road Traffic Act.
