The recent pronouncements by the Prime Minister in Parliament regarding the compromise of the Strategic Services Agency (SSA) have sparked widespread concern and debate. The SSA, as T&T’s National Intelligence Agency, plays a crucial role in the informed decision-making process for our national security. Its operational integrity is vital not only for national safety but also for regional stability.
The SSA’s apolitical stance and its sensitive operations make it a cornerstone of our national security architecture. The response to the Prime Minister from the former head of the SSA and the subsequent media coverage reflect the high stakes involved and the urgent need to address the situation. Regardless of the responses across the political and media divide, it’s important to note that scars will remain and those wounds can either be surface level or they may very well run deep.
The SSA’s role as the driving force behind T&T’s national intelligence necessitates an uncompromised, highly functional platform. The integrity of the SSA is fundamental to producing and processing actionable intelligence, which informs the country’s security operations and strategic decisions.
A compromised SSA poses a significant risk to national security. The agency’s ability to gather, analyse, and disseminate intelligence is critical for pre-empting threats and ensuring public safety. Any degradation in its capabilities can lead to vulnerabilities that adversaries might exploit, thereby endangering our citizens and critical infrastructure.

Given the severity of the situation, immediate and strategic governmental intervention is necessary to restore and enhance the SSA’s operational integrity. I do advise on the following approaches.
Continue to have periodic thorough audits and internal assessments to identify and rectify any indicators of compromise. This process should be transparent and involve both national and international oversight to ensure credibility and thoroughness. Just as in aviation where the aircraft undergoes “checks” and assessments, the flight crew are evaluated and tested in all types of scenarios and conditions and the engineering staff are required to be certified and recertified at various levels, so too should be the meticulous approach of oversight at the SSA. In aviation, because of the sensitivity, safety, security and value of the field (industry), before anyone can lift a lever or turn a screw, they MUST be checked and certified and re-evaluated periodically. The same MUST apply to the operationality of the SSA and all Intelligence Agencies.
The exposure of vulnerabilities, while concerning, presents an opportunity for a necessary purge. This house cleaning should aim to eliminate all remnants of corruption and inefficiency, thereby strengthening the foundation of our intelligence capabilities.
Implementing stringent structural and procedural reforms is essential. This includes revising operational protocols, enhancing oversight mechanisms, and ensuring stringent internal and external checks and balances.
Invest in advanced training for SSA personnel and integrate cutting-edge technologies to enhance intelligence gathering, analysis, and dissemination. Continuous professional development and technological upgrades will ensure that the SSA remains adaptive and resilient.
Reinforce our commitment to international intelligence collaborations. Engaging with global partners can provide the SSA with additional resources, expertise, and support, ensuring its sustained functionality and contribution to regional and global security.

Governmental intervention, characterised by comprehensive audits, purging and rebuilding efforts, structural reforms, investment in training and technology, and strengthened international collaboration, is imperative. These steps will not only address the current compromises but also build resilience for the SSA against future threats, thereby safeguarding the nation’s security and stability.
The decision makers would need to pool together a high level team and adopt a tasking and coordination approach to rebuild the SSA, from the ground up. In the industry it’s known as the brick-and-mortar approach.
