The re­cent pro­nounce­ments by the Prime Min­is­ter in Par­lia­ment re­gard­ing the com­pro­mise of the Strate­gic Ser­vices Agency (SSA) have sparked wide­spread con­cern and de­bate. The SSA, as T&T’s Na­tion­al In­tel­li­gence Agency, plays a cru­cial role in the in­formed de­ci­sion-mak­ing process for our na­tion­al se­cu­ri­ty. Its op­er­a­tional in­tegri­ty is vi­tal not on­ly for na­tion­al safe­ty but al­so for re­gion­al sta­bil­i­ty.

The SSA’s apo­lit­i­cal stance and its sen­si­tive op­er­a­tions make it a cor­ner­stone of our na­tion­al se­cu­ri­ty ar­chi­tec­ture. The re­sponse to the Prime Min­is­ter from the for­mer head of the SSA and the sub­se­quent me­dia cov­er­age re­flect the high stakes in­volved and the ur­gent need to ad­dress the sit­u­a­tion. Re­gard­less of the re­spons­es across the po­lit­i­cal and me­dia di­vide, it’s im­por­tant to note that scars will re­main and those wounds can ei­ther be sur­face lev­el or they may very well run deep.

The SSA’s role as the dri­ving force be­hind T&T’s na­tion­al in­tel­li­gence ne­ces­si­tates an un­com­pro­mised, high­ly func­tion­al plat­form. The in­tegri­ty of the SSA is fun­da­men­tal to pro­duc­ing and pro­cess­ing ac­tion­able in­tel­li­gence, which in­forms the coun­try’s se­cu­ri­ty op­er­a­tions and strate­gic de­ci­sions.

A com­pro­mised SSA pos­es a sig­nif­i­cant risk to na­tion­al se­cu­ri­ty. The agency’s abil­i­ty to gath­er, analyse, and dis­sem­i­nate in­tel­li­gence is crit­i­cal for pre-empt­ing threats and en­sur­ing pub­lic safe­ty. Any degra­da­tion in its ca­pa­bil­i­ties can lead to vul­ner­a­bil­i­ties that ad­ver­saries might ex­ploit, there­by en­dan­ger­ing our cit­i­zens and crit­i­cal in­fra­struc­ture.

The SSA’s func­tion­al­i­ty is al­so piv­otal for main­tain­ing ro­bust in­ter­na­tion­al in­tel­li­gence col­lab­o­ra­tions. Glob­al ten­sions and geopo­lit­i­cal dy­nam­ics de­mand that T&T con­tribute ef­fec­tive­ly to re­gion­al and in­ter­na­tion­al se­cu­ri­ty ef­forts. A com­pro­mised SSA could weak­en these part­ner­ships and di­min­ish our coun­try’s role in glob­al in­tel­li­gence net­works.

Giv­en the sever­i­ty of the sit­u­a­tion, im­me­di­ate and strate­gic gov­ern­men­tal in­ter­ven­tion is nec­es­sary to re­store and en­hance the SSA’s op­er­a­tional in­tegri­ty. I do ad­vise on the fol­low­ing ap­proach­es.

Con­tin­ue to have pe­ri­od­ic thor­ough au­dits and in­ter­nal as­sess­ments to iden­ti­fy and rec­ti­fy any in­di­ca­tors of com­pro­mise. This process should be trans­par­ent and in­volve both na­tion­al and in­ter­na­tion­al over­sight to en­sure cred­i­bil­i­ty and thor­ough­ness. Just as in avi­a­tion where the air­craft un­der­goes “checks” and as­sess­ments, the flight crew are eval­u­at­ed and test­ed in all types of sce­nar­ios and con­di­tions and the en­gi­neer­ing staff are re­quired to be cer­ti­fied and re­cer­ti­fied at var­i­ous lev­els, so too should be the metic­u­lous ap­proach of over­sight at the SSA. In avi­a­tion, be­cause of the sen­si­tiv­i­ty, safe­ty, se­cu­ri­ty and val­ue of the field (in­dus­try), be­fore any­one can lift a lever or turn a screw, they MUST be checked and cer­ti­fied and re-eval­u­at­ed pe­ri­od­i­cal­ly. The same MUST ap­ply to the op­er­a­tional­i­ty of the SSA and all In­tel­li­gence Agen­cies.

The ex­po­sure of vul­ner­a­bil­i­ties, while con­cern­ing, presents an op­por­tu­ni­ty for a nec­es­sary purge. This house clean­ing should aim to elim­i­nate all rem­nants of cor­rup­tion and in­ef­fi­cien­cy, there­by strength­en­ing the foun­da­tion of our in­tel­li­gence ca­pa­bil­i­ties.

Im­ple­ment­ing strin­gent struc­tur­al and pro­ce­dur­al re­forms is es­sen­tial. This in­cludes re­vis­ing op­er­a­tional pro­to­cols, en­hanc­ing over­sight mech­a­nisms, and en­sur­ing strin­gent in­ter­nal and ex­ter­nal checks and bal­ances.

In­vest in ad­vanced train­ing for SSA per­son­nel and in­te­grate cut­ting-edge tech­nolo­gies to en­hance in­tel­li­gence gath­er­ing, analy­sis, and dis­sem­i­na­tion. Con­tin­u­ous pro­fes­sion­al de­vel­op­ment and tech­no­log­i­cal up­grades will en­sure that the SSA re­mains adap­tive and re­silient.

Re­in­force our com­mit­ment to in­ter­na­tion­al in­tel­li­gence col­lab­o­ra­tions. En­gag­ing with glob­al part­ners can pro­vide the SSA with ad­di­tion­al re­sources, ex­per­tise, and sup­port, en­sur­ing its sus­tained func­tion­al­i­ty and con­tri­bu­tion to re­gion­al and glob­al se­cu­ri­ty.

In the cur­rent geopo­lit­i­cal cli­mate, char­ac­terised by height­ened glob­al ten­sions, it is im­per­a­tive for T&T to re­in­force and strength­en its ties with key in­ter­na­tion­al coun­ter­parts. The Strate­gic Ser­vices Agency plays a piv­otal role in this re­gard, as ef­fec­tive in­tel­li­gence shar­ing and col­lab­o­ra­tion are crit­i­cal for ad­dress­ing transna­tion­al threats, in­clud­ing ter­ror­ism, or­gan­ised crime, and cy­ber threats.

In­ter­na­tion­al col­lab­o­ra­tion of­ten in­volves the shar­ing of ad­vanced tech­nolo­gies and method­olo­gies for in­tel­li­gence gath­er­ing and analy­sis. Adopt­ing these tech­nolo­gies can im­prove the SSA’s op­er­a­tional ef­fi­cien­cy and ef­fec­tive­ness.

Main­tain­ing strong in­ter­na­tion­al re­la­tion­ships con­tributes to diplo­mat­ic sta­bil­i­ty and pro­motes eco­nom­ic growth. A sta­ble and se­cure en­vi­ron­ment is at­trac­tive to for­eign in­vestors and strength­ens trade re­la­tions, which are vi­tal for the coun­try’s eco­nom­ic health. These are key im­por­tant func­tion­al­i­ties of the SSA.

The pro­nounce­ments re­gard­ing the com­pro­mise of the SSA high­light a crit­i­cal junc­ture for T&T’s na­tion­al se­cu­ri­ty ar­chi­tec­ture. The al­leged find­ings and sub­se­quent au­dits may serve as a cat­a­lyst for much-need­ed re­forms and im­prove­ments. By ad­dress­ing these is­sues de­ci­sive­ly, the Gov­ern­ment can re­store the SSA’s in­tegri­ty and func­tion­al­i­ty, en­sur­ing it once again stands as the pre­mier in­tel­li­gence agency in the re­gion.

Gov­ern­men­tal in­ter­ven­tion, char­ac­terised by com­pre­hen­sive au­dits, purg­ing and re­build­ing ef­forts, struc­tur­al re­forms, in­vest­ment in train­ing and tech­nol­o­gy, and strength­ened in­ter­na­tion­al col­lab­o­ra­tion, is im­per­a­tive. These steps will not on­ly ad­dress the cur­rent com­pro­mis­es but al­so build re­silience for the SSA against fu­ture threats, there­by safe­guard­ing the na­tion’s se­cu­ri­ty and sta­bil­i­ty.

The de­ci­sion mak­ers would need to pool to­geth­er a high lev­el team and adopt a task­ing and co­or­di­na­tion ap­proach to re­build the SSA, from the ground up. In the in­dus­try it’s known as the brick-and-mor­tar ap­proach.
