A Pre­ven­ta­tive De­ten­tion Or­der has been is­sued for Ja­hone Rolton Teles­ford, al­so known as “Fri­day,” un­der the Emer­gency Pow­ers Reg­u­la­tions, 2026.

The or­der was made by Min­is­ter of Home­land Se­cu­ri­ty Roger Alexan­der on March 29 in ac­cor­dance with para­graph 2 of the Sched­ule to the Emer­gency Pow­ers Reg­u­la­tions, which al­lows for the pre­ven­tive de­ten­tion of per­sons deemed a risk to pub­lic safe­ty.

Ac­cord­ing to the or­der, the min­is­ter said he was sat­is­fied that Teles­ford, who has mul­ti­ple ad­dress­es list­ed in Cal­i­for­nia and Cou­va, should be de­tained with a view to pre­vent­ing him from act­ing in any man­ner prej­u­di­cial to pub­lic safe­ty.

The or­der di­rects that Teles­ford be de­tained at the East­ern Cor­rec­tion­al Re­ha­bil­i­ta­tion Cen­tre in San­ta Rosa, Ari­ma, or at any oth­er lo­ca­tion as di­rect­ed by the min­is­ter, and held in law­ful cus­tody.

The grounds for the de­ten­tion state that Teles­ford has been “cred­i­bly iden­ti­fied as a mem­ber of the ‘Killers and Sin­ners’ Or­gan­ised Crime Gang (OCG), with­in the le­gal de­f­i­n­i­tion of the An­ti-Gang Act, 2021.”

The no­tice fur­ther al­leges that the group is in­volved in shoot­ings, wound­ings and rob­beries with­in the Cen­tral Di­vi­sion. It al­so states that Teles­ford was re­cent­ly found in pos­ses­sion of firearm ac­ces­sories and items from stolen ve­hi­cles, and that con­fi­den­tial in­for­ma­tion in­di­cates he was seen with a firearm in a pub­lic place.

The doc­u­ment al­so al­leges in­volve­ment in the pos­ses­sion and dis­tri­b­u­tion of dan­ger­ous drugs and reg­is­tra­tion plates linked to a stolen ve­hi­cle al­leged­ly used in or­gan­ised crim­i­nal op­er­a­tions and wit­ness in­tim­i­da­tion.
