Police in Tobago have so far solved two out of the six murders on the island for this year.
According to the TTPS, the four other investigations are being "actively pursued."
In a statement the police said the second person to be charged for murder is Miguel Celestine, 34, from Plymouth.
Celestine appeared virtually before the Scarborough Magistrates’ Court yesterday charged with the killing of Hakeem Thomas on May 9.
According to reports, Thomas was at the corner of Buccoo Road and Robert Trace, Mt Pleasant when a silver grey Nissan Note vehicle pulled up and several loud explosions were heard.
Thomas was shot and taken to hospital where he was pronounced dead on arrival.
Celestine was charged with Murder, Possession of a Firearm and Possession of Ammunition.
He is expected to reappear on June 20.
