Former secretary of finance and the economy in the Tobago House of Assembly, Joel Jack, has been appointed to the board of the Central Bank of Trinidad and Tobago.
As specified by the Central Bank Act, Jack was appointed by President Christine Kangaloo for a term of three years with effect from September 11, 2024.
His appointment was disclosed by a notice in the Trinidad and Tobago Gazette on October 10, which was submitted by Michelle Durham-Kissoon, the permanent secretary in the Ministry of Finance.
Section 5 of the Central Bank states: "The Bank shall be managed by a board of directors comprised of a Governor, not more than two deputy Governors and not less than six other directors, two of whom may be public service directors."
The Act, at section 7 (4) states that ordinary directors and the public service directors shall be appointed for a term of three years.
" (2) The ordinary directors shall be selected from amongst persons drawn from diverse occupations appearing to the President to be qualified by reason of their experience and capacity in matters relating to finance, economics, accountancy, industry, commerce, law or administration," according to section 8 (2) of the Central Bank Act.
Jack joins the board of the Central Bank comprising:
* Governor Dr Alvin Hilaire, who is the chairman of the board, whose appointment is from December 23, 2023 to December 22, 2026;
* Deputy Governor, Dorian Noel, appointed from December 22, 2023 to December 21, 2026;
* Professor Surendra Arjoon, appointed from February 18 2022 to February 117 2025;
* Richard Duncan, appointed from February 18, 2022 to February 17, 2025;
* Terrence Walker, from February 18, 2022 to February 17, 2025
* Lorraine Ferguson, from February 18, 2022to February 17, 2025;
* Kern Gardiner, from February 18, 2022 to February 17 2025; and
* Suzette Taylor-Lee Chee, from April 20, 2023 to April 19 2026.
Jack, who was also deputy Chief Secretary, is a past student of Signal Hill Secondary School, Jack holds a Bachelor of Science degree in Business Administration and Accounting from St. George’s University, Grenada. He also holds an MBA at Warwick University,
