Four members of a car-stealing ring have been ordered to be detained at the Eastern Correctional Rehabilitation Centre in Santa Rosa under the State of Emergency regulations.
The men are among individuals whose detention orders were gazetted yesterday and signed off by Homeland Security Minister Roger Alexander between August 18 and September 6. All six are allegedly members of Organised Crime Groups (OCGs).
The four men were identified as Adrian “Bhaggie” Ramnarine, Barry “Honda Boss” Bickram, Evan “Puppet” Rampersad, and Taheir “Trey” Khan. Bickram and Rampersad are both from Carr Trace Extension Road, Caparo. Ramnarine is from Egypt Extension, Crown Trace, Enterprise, while Khan is from Chinese Drive, off Crown Trace, Enterprise.
All four are allegedly engaged in violent, pre-planned acts, larceny of motor vehicles, robbery with violence, trafficking of firearms, and misbehaviour in public office.
The men are alleged to be “part of a car theft network, where the stolen vehicles are used as tools to facilitate deadly gang violence. The group’s activities also demonstrate an intent to imminently escalate and facilitate gang violence”.
Their detention was deemed necessary to disrupt the group’s operational planning and to prevent further acts of violence that pose a clear and present threat to public safety.
The other two men were identified as Deo “Deowah” Persad and Adisa “Wizz” Whiskey.
Persad, of Cap-de-Ville Road, Cap-de-Ville, Point Fortin, is alleged to be a member of an OCG who is actively and currently engaged in large-scale trafficking of illegal narcotics, firearms, ammunition, contraband or uncustomed goods, human trafficking, and fuel.
“He is known to be in possession of large-scale quantities of narcotics with instructions to presently acquire and distribute firearms and ammunition to the OCG. He is presently coordinating the rapid movements of bulk quantities of illegal narcotics, firearms, and ammunition. These activities are a threat to public safety,” according to the order.
Whiskey, of Whiskey Road, Windy Hill, Arouca, is supposedly the leader of a faction of the Muslim OCG.
“Reliable information reveals that he, along with others, plans imminently to carry out public assassinations of known gang rivals utilising high-powered rifles,” the order stated.
